Program Update
Changes to the Renewable Energy Standard Offer Program (RESOP) as of May 13th, 2008
Ontario’s Renewable Energy Standard Offer Program (RESOP) has exceeded all expectations - achieving an excess of 1,000 megawatts of contracted projects - surpassing the 10-year target for renewable energy in the first year of the program! This represents a potential investment of almost $5 billion in new renewable energy supply projects. As a result of this success, the OPA is proactively reviewing the program to ensure continued success. The OPA announced proposed changes to the RESOP during the May 13th “Procurement conference call” and in a news release issued the same day. Applications Applications that were received by the close-of-business May 12th, 2008, will be unaffected by these changes and processed under the earlier rules and Contract. Current and future applications from micro-scale generators (up to 10 kilowatts) and small, farm-based biomass projects up to 250 kilowatts, will also continue to be processed under the existing rules. All other applications will be processed after the revised rules and contracts have been released (September 2008). Potential applicants should take note that all changes to the program will be formalized through stakeholder engagement sessions held from May to July 2008. The consultations will serve as an information-sharing forum, allowing stakeholders to suggest further improvements to the SOP. The OPA is committed to implementing any resulting changes as efficiently as possible. In the month of May, OPA held an online “Question and Answer Session” to address the issues raised during the May 13th Procurement Conference Call. A RESOP-specific “Question and Answer Session” will be available on the same site until July 31, 2008 following the first Technical Session on June 2, 2008.
