HESOP - Expansion Stream

The Expansion Stream of HESOP is for incremental hydroelectric capacity at currently contracted non-utility generation (NUG) facilities under contract with the Ontario Electricity Financial Corporation, and at OPA Hydroelectric Contract Initiative (HCI)-contracted facilities.  

The Procurement Target for this stream is up to 40 MW.

November 4, 2015 – Independent Evaluation Monitor’s Report for HESOP Expansion Stream

In 2014, the OPA engaged Navigant Consulting Ltd. through a competitive procurement process to act as an Independent Evaluation Monitor (IEM) and to provide a written opinion on the integrity of the HESOP application review and contract offer processes. Navigant’s report found that the OPA carried out a transparent and uniform application review process and highlighted the following findings:

  • The OPA provided a variety of information resources on its website to support applicants in submitting electronic and hard copy application material.
  • The OPA’s review of applications was conducted and tracked in a structured way where each criterion within an evaluation stage was generally completed at the same time.
  • The OPA structured its evaluation process appropriately to reflect the fact that HESOP applications were in effect competing for available capacity and competitive pricing.
  • The OPA’s evaluation criteria employed throughout the four evaluation stages were consistent with the HESOP Expansion Stream Program Rules.
  • The OPA provided early training, guidance documents and on-going support to the evaluation team to ensure consistency across all of the application review team. The OPA also conducted thorough and independent quality control testing to ensure all applications were assessed accurately.
  • Navigant developed an independent ranking of complete and eligible applications and found it to be consistent with the OPA’s.
  • The OPA adhered to the communications process described in the HESOP Expansion Stream program rules.

March 24, 2015 – Conclusion of procurement

The HESOP Expansion Stream procurement has concluded.  The IESO has notified successful Applicants and extended offer notices.


November 3, 2014 - Application Period closing today 

Today is the final day to submit an Application to the Expansion Stream of HESOP.  Applications will be accepted until 11:59:59 pm EPT with hard copies submitted within 5 Business Days. 

For clarity, please note the that metering plan Prescribed Forms are to be submitted with your Application.  At this stage, Applicants are not required to submit to contract.management@ieso.ca as noted on the form.  


October 1, 2014 - Application Period Open and Final Program Documents Posted 

The HESOP Expansion Stream Application Period opened today, October 1, 2014.  Applications will be accepted until November 3, 2014 at 11:59:59 pm EPT

Prior to submitting an Application to the OPA, Applicants are encouraged to review section 3 of the Program Rules to ensure that the Application Requirements have been met.

Applicants are encouraged to discuss the connection of their Project with their LDC or Transmitter (as applicable) prior to applying to the HESOP. Projects that propose to connect where there is insufficient connection resource available, will not pass the Waterpower Connection Availability Screen (as described in Section 6.3 of the Program Rules) and therefore will not receive a HESOP Expansion Stream Offer Notice.

In addition, there are areas in the province where the OPA is not accepting incremental generation capacity greater than 0.5 MW. Northwest, Sault, Bruce and Niagara are such areas. Projects with capacity greater than 0.5 MW in these areas will not pass the Waterpower Connection Availability Screen.

August 5, 2014 – Release of draft HESOP Contract and draft Termination Agreement 

The draft Contract and Termination, Release and Waiver Agreement for the Expansion Stream of HESOP are now available for comment.   Please submit comments on the draft documents in writing to: HESOP@ieso.ca.  Written comments will be accepted until August 29, 2014. 

In response to the comments received on the Program Rules, the OPA has prepared a feedback summary document which is available for download. We thank stakeholders who provided feedback.  

Upcoming webinar - The OPA will be hosting a webinar to provide potential applicants with an overview of the program and to discuss the feedback received from stakeholders on the draft programs documents.  This will also be an opportunity  for participants to ask questions and provide additional feedback.  The date of the webinar will be posted shortly along with the draft Prescribed Forms.  


April 9, 2014 – Deadline for comments extended

The deadline to submit written comments on the draft program rules and draft settlement exhibits has been extended to April 21, 2014.  Comments can be sent to: HESOP@ieso.ca.
