OPA commissioned Compass Resource Management Ltd., with input from FVB Energy Inc., to conduct an analysis of the technical and economic characteristics of district energy, the market context for district energy in Ontario, and institutional issues that could influence the future development and operation of district energy systems in the province.
In its fifth year of operation, the OPA achieved a number of important goals and passed several key milestones. Solid progress was made toward realizing Ontario’s goal of putting green energy into action.
This report highlights the significant progress towards Ontario’s conservation goals that was made through OPA-funded conservation initiatives implemented in 2008.
In the 2010-2012 business planning period, the Ontario Power Authority (OPA) will continue its efforts to ensure the reliability, sustainability and cost-effectiveness of the province’s electricity system for the benefit of Ontario’s consumers.
As of the second quarter 2010, the OPA had 16,322 megawatts (MW) of electricity supply capacity, based on average contract capacity, under contract. This includes 6,622 MW of renewable energy, 6,700 MW of clean energy, and 3,000 MW of nuclear energy. Within this 16,322 MW of supply capacity, 2,537 MW were procured from existing generating facilities, which required no or minimal new capital investment. The remaining capacity, 13,785 MW, was procured from new development, expansion, redevelopment or refurbishment of existing facilities. This represents over $26.2 billion of new capital investment in generation in the Ontario electricity system since 2005, including approximately $7 billion from the Feed-in Tariff program and $2.6 billion for Lower Mattagami project.
As of June 30, 2009, the OPA had 11,998 megawatts (MW) of electricity supply capacity under contract: 10,579 MW of large-scale electricity generation contracts and 1,419 MW of Renewable Energy Standard Offer Program (RESOP) contracts.

The OEB and the OPA have produced a joint report entitled Recommendations on a Standard Offer Program for Small Generators Connected to a Distribution System. This Report is now available publicly and for download.
The OPA is completing Ontario’s first integrated power system plan in many years. Looking ahead 20 years, the Plan will identify the conservation, generation and transmission investments that are needed to ensure a reliable, sustainable power supply. This booklet outlines the OPA’s priorities and challenges in developing the Plan, as well as the steps it will take to involve stakeholders.
