RESOP Program Update - March 12, 2009

Building on the Success of the Renewable Energy Standard Offer Program

The Ontario Power Authority introduced the Renewable Energy Standard Offer Program (RESOP) on November 22, 2006 to encourage the development of renewable energy generation. 

The Program was intended to remove obstacles for smaller renewable projects through a simplified procurement process while providing a fair and stable price for a 20 year term. Since its inception, the Program has exceeded all expectations with over 1400 megawatts of contracted projects.

As a result, the OPA undertook a review of the Program to ensure continued success, and announced proposed changes to the RESOP in May 2008. Since that time, the OPA has worked to ensure that the OPA’s procurement programs support the government’s policies and goals for renewable energy.

Moving Forward

The Green Energy Act was introduced in the Ontario Legislature on February 23, 2009. It includes a proposal for a new renewable energy supply procurement program known as a Feed-in Tariff (FIT) Program that will further encourage the development of renewable energy supply. The FIT Program will replace the RESOP and new renewable energy projects will come under the umbrella of the FIT Program.

The OPA is committed to the development and implementation of the new FIT Program to ensure the continuation of success for renewable energy supply projects in Ontario. For additional information on the FIT Program, please visit our FIT website at www.powerauthority.on.ca/FIT.  

Existing RESOP Contract

Projects that have already been approved under the RESOP will continue according to their contracts. The terms and conditions of executed contracts, including the rates, will be unaffected by the new FIT Program.

Existing RESOP contract holders can continue to access this website to stay informed of RESOP program activities and information. A contract management page has been created for current RESOP contract holders to assist Generators in maintaining their RESOP contract. All other RESOP-specific information will be archived and found on this website.

Applications

Since May 13th, 2008, applications for micro-scale generators (up to 10 kilowatts) and small, farm-based biomass projects up to 250 kilowatts were still being processed under the original Program rules. Potential developers of smaller-scale projects are encouraged to participate in the FIT Program. Once the FIT Program is launched, the OPA will stop offering RESOP contracts.
