Demand Response Programs

Background

The OPA has a mandate to play a leadership role in Conservation and Demand Management (CDM). CDM in Ontario is viewed as a cost-effective, strategic and flexible resource that is being systematically incorporated into the Integrated Power Supply Plan (IPSP).

Fortunately, there are multiple opportunities, avenues and means for achieving CDM over the short, medium and long term that make it possible to achieve interim energy savings targets and to ultimately build towards a culture of conservation in Ontario.

   

The OPA is actively working towards reducing electricity consumption and demand through programs that draw on our many partners in the conservation sector. One of these initiatives is Demand Response, or DR.

Objective

The OPA foresees significant DR opportunities in Ontario and is working towards launching a suite of demand response programs.

DR is a flexible resource that provides significant benefits for participants (who may be able to gain financially), for system reliability, and ultimately for all electricity customers as it motivates more efficient use of a key resource. Over the longer term, by reducing demand on our electricity system, DR reduces the need for building additional capacity, as well as the related financial costs and environmental impact.

Approach

The OPA approach to DR is consistent with our core principles and strategy to achieve our overall CDM goals. We will work prudently in partnership with others in the energy sector to establish a foundation for stimulating DR in Ontario and ideally over the long term towards creating an energy marketplace that continues to promote and benefit from DR on its own.
